Question on Expiration Date

When we input a date value in [Expiration Date] in [Configure License Terms] panel can we also enter hour minute second values?

This date seems to be UTC date. So if I set this date to 2020/1/31 and distribute the license to a user in say California, which is 7 hours behind UTC, the user can only use until 2020/1/31 5pm.

Is there a way to make the license expire in midnight of the expiry day in local time zone?
