Thanks for raising the concern.
It seems that there might be some conflict with the running hardlock service while upgrading the runtime drivers.
Please be advised to first uninstall completely and then try to install the latest drivers using below steps.
1- please use the below link to download the command line run-time drivers.

2- Save and extract the driver in a folder.
3- Open CMD prompt (in admin mode ) and navigate the driver location using CMD.
4- Run below commands sequentially
haspdinst -purge (to uninstall the previous drivers)
haspdinst -i (to install the new one)
Hopefully this should help to resolve the problem.
