Installing the runtime tar file should copy the vlib files (both 32 and 64bit) in "/var/hasplm/update".
Placing the file in "hasplm" would not help.

Please try reinstalling the package from tar file using ./dinst. Files can also be copied manually in "update" folder. If files are copied manually, then also run "sudo chmod 777 * " in update folder to provide the read/write/execute permissions for vlib files.
