In order to look into this further, please share the following details.
1. Share if you are able to open the Admin Control Center ( http://localhost:1947/_int_/devices.html ) and the required SL key is visible.
2. Also, please confirm if you intend to use local SL license or Network. Though as per the details shared it seems the license is local, therefore, kindly confirm if you have installed the SL license locally on this Virtual machine or not.
3. Was the application working earlier on this machine accessing the required SL license (local in your case) ?
4. Share the complete details of Virtual machine along with its version.
5. In case you are not able to open the ACC, please follow the below mentioned instructions:
Try to download and install our latest Sentinel HASP/LDK 7.41 command line drivers by clicking below link.

Extract the drivers, open Command Prompt in 'Run as Administrator' mode and browse the ‘haspdinst.exe’ file.
a. Remove the existing drivers by typing in:
haspdinst.exe -purge
b. Now, Install the drivers again by typing in:
haspdinst.exe -i
Kindly ensure that the antivirus and firewall are disabled while installing the drivers. The same can be enabled once the drivers are successfully installed.
