to demonstrate Path's solution:

1) here is the wget setup EXE.
https://sourceforge.net/projects/gnuwin32/files/wget/1.11.4-1/wget-1.11.4-1-setup.exe/download

2) Download and proceed to "wget" installation
3) Open a CMD windows.
4) Go to "C:\Program Files (x86)\GnuWin32\bin"
5) Fetch the HASP KeyID of your dongle. (like 820702237)
6) Enter Action to blinkon with your HASP keyID to start the blink.
7) Enter Action to blinkoff with your HASP KeyID to stop the blink.
